Apply for Housing

To be eligible to receive a PAL home you must be income qualified. We serve households at 120% Area Median Income (AMI) and below, with some of our projects serving specific lower-income groups only. We use Priority and Preferences to ensure local, multigenerational households have priority. Receiving a PAL home can be a 6 month - 1 year process. Renting

Kauhale O Kapa'a is a middle-income workforce housing project. It is affordable to households at 120% AMI or below with priority and preference to those who live and work in the area. This income groups includes professionals like teachers, nurses, first responders and skilled laborers. These professionals make too much money to qualify for government assistance but not enough to afford market-rate housing.

Conveniently situated in the heart of old Kapaʻa town, this community is perfect for those looking to live near where they work and walk or bike to their essential needs. The units are large windowed studio apartments (some have a loft with ladder access as a sleeping space). They include a full bathroom with a tub and a kitchenette that opens into the living space. Maximum occupancy is two people. $1789/month including utilities (electric, gas, water, sewer, and trash). Six month minimum lease.

Kauhale O Kekaha is an extremely-low to low-income housing project. It is affordable to households at 50% AMI or below with priority and preference to those facing houselessness and includes supportive services from PAL’s Beyond Housing Program. Kauhale O Kekaha is a two-story apartment building located off Kamualiʻi Highway across the street from Kekaha Beach. It is made up of 13 units (12 2bed/1bath and one 3bed/2bath).

To provide homes for the houseless, we take referrals from organizations (Women in Need, Family Life Center, Kauai Economic Opportunity, Catholic Charities, US Vets, and the Veterans Administration) who serve individuals in the Homeless Management Information System. We provide an onsite case manager and, in turn, refer tenants out to these organizations for social services.

Buying

PAL homes are under an affordability agreement with the County of Kauaʻi Housing Agency. All prospective buyers will be selected from the County of Kauaʻi Homebuyers Program list. Once you are on that list you will be automatically notified about any available Fee Simple or Leasehold homes. For Kauaʻi Habitat for Humanity homes, refer to their application process.

Under Development in Kapaʻa, Kauaʻi. This housing community is 115% and below.

The Kauaʻi County Home Buyer List Procedures and Policy

The applicant must be a Kauaʻi resident and a first-time home buyer.

02.

The applicant must register for Home Buyer Education classes with a HUD-approved education and counseling agency. If you are married, both must enroll for the Home Buyer Education classes.

Upon completion of the class, the applicant will receive a Certificate of Achievement . A copy needs to be submitted to the Housing Agency along with the Kauaʻi Resident Affordable Home Buyer Registration Form .

Upon receipt of both forms, a letter will be sent to the applicant informing of their perpetual Home Buyer Number.

Active participants on the Affordable Housing Waitlist are notified of any affordable “for sale” developments, single family homes, and projects.
